The Archimedes Impact Measurement Tool is a comprehensive instrument for assessing the social impact of projects, actions and investments. It is being implemented in Greece under the Active Citizens Fund by the KMOP Social Action and Innovation Centre, thanks to a EUR 12 million grant from Iceland, Liechtenstein and Norway as part of the EEA Grants 2014-21 programme. The Active Citizens Fund grant for Greece is managed jointly by the Bodosaki Foundation and SolidarityNow.

In a changing world shaped by new technologies, artificial intelligence and developments in biotechnology, it is urgent that we protect human rights, and the social and solidarity-based economy. In this context, social impact assessment is expected to become a prerequisite for all future actions, investments and funding decisions. The Archimedes project tool offers several evaluation criteria for calculating indicators such as social net present value and social internal rate of return for projects and initiatives. The project aims to gradually change attitudes and perceptions regarding the importance of social value.

The Archimedes tool identifies the potential social impact of social policy initiatives through a three-step assessment applicable to all 13 Greek regions. Recognising that social investments have different effects depending on regional contexts, it calculates an estimated Social Value score based on key aspects:

  1. Region: Users begin by selecting the region in which the project will take place. The tool covers all 13 administrative regions of Greece. 

  2. Project domain: Users can choose one of nine options, including education, employment, the environment, health, housing, income, infrastructure, life satisfaction and politics. Based on the selected region, the tool provides the current score for the selected domain. 

  3. Project characteristics: Users can enter specific project details such as the number of beneficiaries, the duration and the cost.

After entering this information, Archimedes tool calculates and displays the project’s estimated social value as a numerical index. This allows users to better understand the potential regional impact of a given policy initiative. The platform delivers these results by combining micro- and macro-level data to calculate context-specific indicators. 

Impact

The digital tool has been tested in ten real projects implemented by public authorities or enterprises, to assess the methodology and develop the platform’s guide. Furthermore, KMOP organised a Capacity Building Programme to train civil society employees and/or volunteers on how to use the platform. The Programme has been further complemented by at least 10 civil society organisations, adopting the digital platform and using the tool’s results to support and strengthen their advocacy campaigns.
