In 2023, Statistics Portugal (INE) and the António Sérgio Cooperative for Social Economy (CASES) launched the fourth edition of the Social Economy Satellite Account (SESA) in 2023, covering the years 2019 and 2020. Three previous editions have been published to date, covering the years 2010, 2013 and 2016. The latest edition of the SESA was developed through collaboration between INE and CASES. This fourth edition provides the most up-to-date statistical data on the social economy in Portugal. It offers an analytical framework with which to assess the economic impact and key characteristics of the social economy. This edition is the first to include data for two consecutive years, capturing the initial effects of the COVID-19 pandemic.

The Social Economy Satellite Account provides statistical data on the economic dimension and key characteristics of the social economy in Portugal. The account seeks to inform public policy, support strategic decision-making and raise the profile of the social economy. This initiative aligns with the legal framework established by the Social Economy Framework Law (Law No. 30/2013 of 8 May), which requires the establishment and regular updating of a satellite account for the social economy. 

Activități principale

The new Social Economy Satellite Account provides information on economic variables and the administrative data sources used. These new variables include an analysis of the Gross Value Added (GVA) of co-operatives, the contribution of the social economy to some Sustainable Development Goals and the dissemination of information on companies owned by social economy entities (not just co-operatives), achieved through integration with the Social Economy Sector Survey (ISES) – another project developed by INE in partnership with CASES. In addition, the latest edition of the SESA incorporates data previously covered in former editions, including information on the composition of the social economy, its geographic distribution, employment levels, its contribution to GDP, and its overall impact on the economy.

Impact

The SESA is a valuable tool that helps inform policies on the social economy. The provision of reliable, certified statistical data on the social economy enables public authorities to make informed decisions about the sector. It also promotes the dissemination of knowledge and recognition of the social economy, highlighting its significant role in the economy and society.
